This is a Raspberry Pi Shield. 12V DC to input. The board will power the Pi through the GPIO using a switch power supply based around the ACT4065A IC. Simple (yet powerful :P ) ATTiny programming shield.
Pin 4 connected to LED for simple blink test etc.
Design was enhanced since photo was made. "Yellow LED" is now further from IC,
so ATTiny is easier to grab :)
