Is "Hole(D)" the drill size or finished size?

When I specify the hole size for a through-hole pad, is that the drill size or the finished size after through-hole plating? On https://easyeda.com/Doc/Tutorial/PCBLib.htm, it says "This is the drill hole diameter for a through hole pad." If it is the drill size, how much do I need to add to account for the plating to get to a desired finished size? In https://www.speedingedge.com/PDF-Files/anatomy%20of%20a%20plated%20hole.pdf, 3 mils is suggested, but I don't know if this varies between manufacturers. Sorry if this is answered somewhere, but I couldn't find it. Thanks Peter
