Just a simple schema as a starting point that has the good foodprint for the Mega Mini already placed.
There are many footprints for this "small footprint" Arduino Mega, this one seems to have the pins numbered sequentially on each side, making it easier to wire encoders etc in consecutive pins.
The pushbuttons are Multimec 3FTH9, but you can naturally change the footprint to something else. These are just ones I have used before.
The encoder is EC11EBB24C03 that you can find on aliexpress (probably a knockoff clone) or from digikey etc.
Disclaimer: I have not yet tested the panel I made with this method, will update the project in a few days once I get my "mini" arduino mega and see if my idea actually works.
