Breadboard friendly buck converter/step down with 3.3V voltage regulator

Input:
- Between 5V and 12V (actually 5V to 24V, but 24V may damage the EN pin)
- 3-4mA quiescent current
Output:
- 5V (2x)
- 3.3V (with XC6220 voltage regulator)
- Limited to 750mA by PTC fuse
