does anyone know of a good 5 watt FM transmitter circuit? what I mean by good is quality wise. and for carrier frequency, adjustable frequency between 88 and 100 MHz

Please do not repeatedly post the same question. It has already been suggested in reply to your first posting, that you search the web and that you define what you mean "good". Simply replying that "what I mean by good is quality wise." conveys no useful information in terms of what technical performance specification you require. You should also be aware that, except possibly for very low power in the milliwatt range for use inside a vehicle, transmitting anywhere in the 88MHz to 108MHz frequency range is likely to get you into trouble with your radio licensing and regulatory authority.
