I have the same problem here. Does submitting directly from EasyEDA works for you, guys? That would be my first option, but that does not work either...

Yeah, same here. Trying to figure out what's going on. I even did a breakout board that had only TSSOP to DIP lines, and STILL stopped at 91%. :(
