This is a question about the basic use of EasyEDA and is answered in the Tutorial in the section in the Tutorial about Hotkeys.
Select the components you'd like to move to another layer > Find the 'Layer' option at the top of the right side menu called 'component attributes'. Choose the layer you'd like to move them to.
1. Pressing the **T** (Top) or **B** (Bottom) Hotkeys swaps the layer that parts are placed into;
2. To swap parts already placed on the top (or bottom) layer, to the other layer then selecting them and pressing **T** or **B** appropriately is a much faster way to do this.
