Well you have a HV design rule set up but none of your nets are set to it.  Go through them all and set any of them with high voltage on them to HV and then rerun DRC.   That said, I think it should pass.  Obviously one doesn't route a ground plane near mains which you have indeed done correctly. You need to add some decoupling capacitors - 100nF on U1 and U2 and then something like 10uF at J1. Maybe add a programming connector for the MCU to avoid having to remove it all the time ? I assume the actual relay chosen has mains contacts  ? Are the crystal and caps are for some sort of timekeeping, in which case you may need to be able to trim the frequency.  Or if there is no timekeeping involved I'd remove them and run on the internal clock. Also do you really need a 328 ?   A ATTINY85 could offer enough pins.
