I know this has been covered 100's of times, but I can't seem to get a clear answer. JLC claims they do not do VIAS, only plated thru holes but they list different minimums for both. Here is what I find for a 6 layer board:

Then there is another page with totally different info:

Hole size 0.20mm recommended 0.15mm minimum - This makes sense.
Via diameter 0.1mm minimum 0.15mm recommended larger than hole size. - OK so this gives us 0.35mm but that is an annular ring of 0.075mm which violates the minimums.
Then they show PTH 0.20mm hole with a 0.15mm annular ring. Now nothing makes sense.
What is PTH 0.30mm?
How can you have a 0.20mm hole with a 0.35mm diameter and still meet the minimum annular ring requirement.
They say they cannot manufacture blind or burried vias only PTH. What is the point of any of the VIA information?
Please help, I am losing my mind.
