My PCB's should have been delivered 8 days ago but JLCPCB says it failed and when I use 17track it also shows me the same.

Hi , in that case, you can send an e-mail to jlcpcb team for help( support@jlcpcb.com), then they will check it for you.
Or could you please kindly advise us your order number and we will check it for you?? Thank you so much !
