******BUG******
Concise problem statement:
The small regions either side of the vertical left and right side toolbar blue arcs (toggles) where the mouse can select them, extends to the top of the window, into the top tool bar region.
Steps to reproduce bug:
1. Move the mouse cursor slowly sideways across the space between the right hand edge of the left hand panel (or left hand edge of the right hand panel) and the left edge (or right) of the canvas but at the top edge of the EE window.
Results:
The cursor changes from the default arrow to the 'Toggle' selection twin horizontal arrows.
Expected results:
The selection of the toggles should end at the top edge of the canvas or the top of the tabs above the canvas.
(I think that is where the selection field or region used to end.)
