The pin numbers of the schematic symbol must be the same as the pad numbers of the PCB Footprint. you can select the schematic symbol and then press the "I" key to open a tool to do this. Or you can click on the "Package" attribute in the right hand panel to do the same thing.
@ktjybljdbx,
There are many different devices that use the same circuit board circuit.Grounding The TO-92 can be used for a bipolar transistor, MOSFET, thyristor, or three-pole regulator.Each of these devices will have a different pin assignment.In some cases, different devices of the same type may have different pin assignments.
The author does not know anything about devices, data tables, or even printed circuit boards.
All he knows is a connection.
Thus, all he does is try to route copper along the networks that were assigned between the nodes.
If you follow the “Design Pattern” in the Tutorial, then the connection between the nodes is created in the circuit by drawing wires between the outputs of the circuit symbols or connecting them using network labels.
Then you should check that:
(1) the order of the footprint pads on the printed circuit board assigned to the circuit symbol is correct for the pin order of the physical device to be installed on this footprint;
(2) the pin order of each circuit symbol is correctly displayed on the order of the footprints on the printed circuit board assigned to that circuit symbol.
This connection is then transferred to the PCB when you do "Convert to PCB ..."
If you do not follow the “Design Pattern” in the Tutorial and create a circuit board directly in the PCB editor, then you should use the Connect-Pad-to-Pad tool to create a connection.
In both cases, your responsibility is to verify that:
(a) the arrangement of the pads on the circuit board you have chosen is correct for the arrangement of the pins of the physical device to be installed on this landing pad, and;
(b) the connection to these pads is correct.

@ktjybljdbx,
(1) порядок площадок посадочного места на печатной плате, назначенный символу схемы, является правильным для порядка выводов физического устройства, которое должно быть установлено на этом посадочном месте;
(a) порядок расположения контактных площадок на печатной плате, выбранный вами, является правильным для порядка расположения контактов физического устройства, которое должно быть установлено на этой посадочной площадке, и;

@ktjybljdbx,
There are many different devices that use the same PCB Footprint. A TO-92 footprint may be used for a bipolar transistor, a MOSFET, a Thyristor or a 3 terminal Regulator. Each of these devices will have a different pin assignment. In some cases different devices of the same type may have different pin assignments.
The autorouter knows nothing about devices, datasheets or even pcb footprints.
All it knows about is connectivity.
So all it does is try to route copper along nets that have been assigned between nodes.
If you follow the "Design Flow" in the Tutorial then the connectivity between nodes is created in the schematic by drawing wires between the pins of Schematic Symbols or joining them with netlabels.
You must then check that:
(1) the pad order of the PCB Footprint that you have assigned to the Schematic Symbol is correct for the pin order of the physical device that is to be fitted on that footprint;
(2) the pin order of each Schematic Symbol is mapped correctly onto the pad order of the PCB Footprint that you have assigned to that Schematic Symbol.
That connectivity is then passed into the PCB when you do "Convert to PCB..."
If you do not follow the "Design Flow" in the Tutorial and you create the PCB directly in the PCB Editor then you should use the "Connect-Pad-to-Pad" tool to create the connectivity.
In both cases it is your responisibility to check that:
(a) the pad order of the PCB Footprints that you have chosen is correct for the pin order of the physical device that is to be fitted on that footprint and;
(b) the connectivity to those pads is correct.
