1. Where is the tool to push a component to the bottom side of the board?
2. How do I place SMT pads on the bottom side of the board?
a) It allows me to place them on the top only.
1) Not totally consistent .. with a component selected, press 'B' to 'T' to move it to the Bottom or Top layer.
2) With a component selected, click to bring up the menu and select Attributes .. the top option is the layer.
3) With the component selected, look way over on the right side, where you have the same attributes available, including the layer.
