Horizontal and vertical flip makes no sense in a PCB layout because it creates a PCB Footprint to physical package pin mismatch.
Rotation is OK.
By default, all PCB Footprints are designed to be placed on the top layer.
If a PCB Footprint needs to be placed on the bottom layer, place it on the top layer, select it and then change the **Layer**, in the upper right panel to **Bottom Layer**.
