Horizontal and vertical flip makes no sense in a PCB layout because it creates a PCB Footprint to physical package pin mismatch.
Rotation is OK.
By default, all PCB Footprints are designed to be placed on the top layer.
If a PCB Footprint needs to be placed on the bottom layer, place it on the top layer, select it and then change the Layer, in the upper right panel to Bottom Layer.
