Good idea. This could be based on the Essential PCB Checks list that is in the Tutorial. For it to be really effective, it should not allow the user to submit the board until all checks have been signed off. Then if there's anything wrong with the PCB, it is the responsibility of the user. It would also be a good idea to have a similar check list with signoffs for the Schematic before doing **Convert To PCB...** That too could be based on the Essential Schematic Checks list that is in the Tutorial.
