Add ability to add Guide lines in layout

Sometimes it is mandatory to align some components and/or check if they lined up properly. Then Guide lines could help. Many photo/graphics editors have them. You just pull a guide line from the ruler on the left or top and then you can snap components/tracks to it. Also option to disable guide line snapping needed. Also guide lines should be more visible than grid lines. Take a look how it is made in GIMP.
