At the moment, the only way to draw a board outline with specified XY vertex locations is to draw the outline as separate lines and then edit the start and end points of each in the right hand panel.
It would be much, much easier to do this if there was an "Edit Points" dialogue box option like there is for Copper Areas and Solid Regions.
