Advice required for continuity tester circuit

Hello guys, I am working on a continuity tester PCB to test the connectivity between terminal blocks and to eliminate cross connection. I have designed a circuit using 555 timer and 4017 counter ICs. The circuit has two parts. One to check the connections for a 10-10 pin cable system and the other for a 24-24 pin cable system. I problem lies in the 24 to 24 pin testing connection. The problem is the 1st and the 11th leds light at the same time. Normally, the 11th LED should go on after the 10th. I have attached the schematic. Any help would be appreciated. A detailed description of how it works or a simplified example of the basic idea would help people understand how the bigger circuit is intended to work without having to unravel your schematic.

Why do you need 4 separate oscillators when one would do the job of driving all four 4017 counters? How can you be sure there are no accidental open or cross connections when you have 3 separate oscillators free-running at sightly different frequencies, driving three separate counters so that 3 sets of connections (1-10, 11-20 an 21-24) are essentially being tested at random? Under these conditions, it is impossible to be sure which LED is being driven by which counter. This is not a continuity tester: it is a light show. You need to think of a way to gate the three counters in the 24 pin tester so that the 1-10 outouts run through then the 11-20 then the 21-24 so that only one connection is being driven at a time. Unfortunately, the 4017 does not lend itself well to this typoe of usage because it has no state where all its outputs can be set low so additional gating is required.
