Auto Router Not Routing Within Vcc Layer in 4 Layer Boards

Hello, I am using the Auto Router to route a 4 layer board. The inner layers are copper areas set to Vcc and GND. In the auto router I checked both layers to be used for routing. After the router is done (with failed connections), there are traces in the GND layer but the Vcc layer is entirely unused. It was easy to add the failed connections manually to the Vcc layer. But my question is, why does it not use it for routing, but rather gives up with failed connections? What am I missing? Thanks much in advance for your advice!
