The pink board outline track has some width. What is used during PCB manufacturing for cutting out the board? The inner, outer or middle diameter of the circle line?

AFAIK it is the centre line of the board outline.
It is documented but I can't remember where. Have a search of the pdf copy of the Tutorial or look through the JLCPCB pages.
The vertices are at the centre of the line width.
If you took the board outline to the limit of zero width it would define an outline by the vertices anyway.
