Your screenshot seems to show that there's no board outline from the upper right corner all the way clockwise to the lower left. The board outline lower left extends beyond the board edge so even if complete, it would fail because it is not closed. Think you have selected the outline of the copper flood and not the board outline. Suggest you have the Board Outline layer selected as in your screenshot then redraw the outline in that layer using the Track tool then maybe edit the points to get the rounded corners or draw only the line parts then ad arcs for the curves. Check the final outline is closed.
