**BUG**
Concise problem statement:
Outline of bottom layer flood remains visible, drawn *and* selectable **above** top layer, even when TopLayer is selected in **Layers** toolbar.
Steps to reproduce bug:
1) Draw an outline for a top layer flood.
2) Copy outline.
3) Paste outline onto top layer.
4) Change outline to bottom layer:
5) Properties > CopperArea Properties > Layer.
6) Solid Fill bottom layer flood.
7) Switch to TopLayer in **Layers** toolbar.
8) Solid Fill top layer flood.
Results:
i) Outline of top layer flood remains visible as dashed line.
ii) Outline of bottom layer flood remains visible as dashed line.
iii) Outline of bottom layer flood remains visible, drawn *and* selectable **above** top layer.
Expected results:
i) After filling, outlines of floods should be drawn as sharp edges (through the centre of the dashes of original dashed lines?)
ii) Floods and/or flood outlines should move up and down consistent with Layers selection.
A lower layer should not be drawn above a higher layer if the higher layer has been selected in the **Layers** toolbar.
