if you select the TopLayer it moves forward in the stack to be drawn over the top of the BottomLayer
equally if you select the BottomLayer it moves forward in the stack to be drawn over the top of the TopLayer
if you select the TopSilkLayer it moves forward in the stack to be drawn over the top of the BottomSilkLayer
equally if you select the BottomSilkLayer it moves forward in the stack to be drawn over the top of the TopSilkLayer
yet this is not true for between TopLayer and TopSilkLayer or BottomLayer and BottomSilkLayer
anything drawn on TopSilkLayer or BottomSilkLayer is always in front of TopLayer and BottomLayer making it so you are unable to draw tracks without first hiding the entire visibility of the silk layers
surely whatever layer is selected for edit with the picture of the pencil selecting it in the "layers and Objects" menu should be painted on the top of all other layers so that you can actually see to edit it?
