Cannot wire pads together

I hope everyone will forgive me, it is very likely this is a fairly basic problem caused by my profound ignorance. I am very much an amateur hobbyist and I have to admit I don't really know what I am doing. As a learning exercise, my first PCB was a simple voltage regulator to take an input from a 2.5mm connector and give a steady 5v to a breadboard. I did the schematic, then created a PCB design and everything went according to plan. My second project, the thing I actually want to make, is an alarm clock using an Arduino nano, a DS3231 RTC and an LED display. I have created the Schematic to match the prototype I have wired up and working on my breadboard and I created a PCB based on it. Unfortunately when I try to run tracks between the various components in the PCB designer, it won't let me connect them together, it puts a cross on the track and won't let me draw a track between the two pads I want to connect. What puzzles me is that it seems to have picked up from the schematic that the pads are supposed to be connected because they have a blue line connecting them. Does nobody teach the importance of decoupling capacitors in electronics these days? You have no decoupling caps anywhere on your board! There may be some already within the Arduino module butthey are there to decouple the chip on the Arduino module only, not the ones elsewhere. Thanks, I had earlier selected the option "connect pad to pad" to see what it did, it apparently changed the selected layer without me knowing. I feel a bit daft now. As I mentioned I don't know what I'm doing, nobody has taught me anything. I have read the Wikipedia article on "decoupling capacitors" and I maybe just about grasp the concept but am generally too ignorant of the fundamentals of electronics to understand how to apply it to my circuit. The clock works laid out on a breadboard, I tried to put it together using wires and perf board but my soldering skills were not up to the job of so many wires so I thought it would be fun to try and make a PCB. To reiterate I have no idea what I'm doing, it's just a project to keep me occupied until the plague is over.
