Can't draw circle, rectangle on board outline layer

**BUG** Concise problem statement: If I try to ddraw a circle or a rectangle on the board outline layer, it comes out on the top silkscreen. Found this while investigating Martin's comment dated 2014/06/07 in this thread: https://easyeda.com/bbs_view_966.htm I'm using Verson 1.6.1. :)

Please check this <https://easyeda.com/bbs_view_966.htm> use Arc to do circle, polyline to do rectangle :)
