EasyEDA only support panelize it self now, doesn't support panelize the different PCB.

Try using PCB Modules.
Clone PCB A and increase it's board outline to the combined area.
Clone PCB B. Delete all net labels and remove the board outline.
Save As... PCB Module;
Paste the PCB Module into the clone of A.
