I have an SOIC20 IC (top layer) that needs to have pin 17 connected to the ground (bottom layer). The top layer has a +30V copper area and the bottom has a GND copper area. How is this done?!

Make sure the Pads and copper area's net is the same AS GND , from your image, it seems the pad's net is not the same as copper

Welcome to EasyEDA.
Make the Top Layer the active layer.
Place a track on the top layer to the pad on pin 17 then click on the `Via` tool in the **PCB Tools** pallette.
Place a via at the track end.
Set the `Net` property of the Via to `GND`.
