Convert 2 layer to 4 layer PCB

Hello, I imported an Eagle .brd file that is a 2 layer board. I would like to now make this board a 4 layer board. The 2 inner layers will be ground planes only. When I try to add a fill I get error, "This layer is invisible". I have inner layer 1 and 2 set in layer settings. Is this possible to do? Am I missing a setting?

Click on the little gear symbol top right of the PCB `Layers` palette. This opens a new selection box. Click `Inner 1` and `Inner 2`. Click OK. Back in the `Layers` box, click on the 2nd box from left to make `Inner 1` and `Inner 2` visible (sets the little eye icon).

@andyfierman Thank you, setting the little eye icon is was what I missed.
