Converting a signal layer to a plane

I need to convert 2 signal layers of a 4 layer board to planes. One a ground plane the other a power plane. When I attempt this in layer manager I am told to delete all of the objects of this layer first. I thought I did this, but must have missed something. Please explain.

Have you divided (split) either of the planes by drawing a track in that plane? If yes, then that could be what needs to be deleted.

@andyfierman  I borrowed this stack and size from another  card. All tracks  have been deleted, all that remain are vias and through hole multi layer parts none connecting or referencing these two inner layers. I hate to have to start from a blank 4 layer card as I will have to rename 200 pins on footprints on the top and bottom layers.

What if you swap it to being a 2 layer PCB then back to 4 layers?

I have no idea how to do that. Is this just a guess? Can I not convert a 4 layer w/ signals on all 4 to a signal, GND, Power, signal design? Why is this so hard?
