You can use the Solid Region tool set to "Cutout" to draw an area that will be free of copper. If for example you had a 6mm square surface mount pad on the top layer and then created a cutout region in the shape - and in the position of - the copper free region inside the square pad in your illustration then you would end up with the copper shape that you desire.
You could do it as a circle and a separate bar or, since the Solid Region is freely editable anyway, just create the shape you want.
When you create a Solid Region you'll find that every time you click on the canvas it adds another (green) vertex. If you then click Esc you'll exit the drawing mode.
You can then drag the blue markers to insert another vertex and so you can create a piecewise approximation to a circle.
