Copper Area Not Connection To Thermal Vias

Hello - The copper area on the top layer will not connect with thermal vias having the same NET. Copper area on inner and bottom layers do connect to the thermal vias. Can you please explain why and how I can get the copper area to connect to thermal vias on the top copper area? Have you set  thermal relief spokes on all layers?

Sorry, no. That's not it. I know you said they have the same NET but are you sure that all the copper areas have the same net attribute as all the thermal vias?

@andyfierman Yes, I'm sure they do have exactly same net name.  I copied it from the bottom copper area NET and pasted to the top.

What about the inner layers?

The copper area connected correctly for the inner layer using the same net (ACGND).  See the picture above - green inner layer.
