We working on it, will try to fix it at next release.
at present , please use the copper area(fill type: None) rather than solid region(cut out), to avoid this issue.

1. Draw a copper area which is fill stype as None, and change the Net to a special name different with others.
2.Open the Copper Area Manager via: Topbar - Tools - Copper
3.Move this copper area up to top
4.Apply

This issue will be fixed at v5.8, it only appears at bottom layer.
have you placed a footprint which is contain a cutout solid region?
