Copper layers

On attempting to name layers as planes I have managed to eliminate the copper on 3 and 4. Layers 1 and 2 still  have copper and can "Rebuild copper layer"  But 3 and 4 will not. In what setting panel or tool can I put these layers back. They are still mentioned on the layers and objects tool but are invisible I previously was told to delete objects before I could re-assign layers as planes as opposed to signal layers. This didn't work

@andyfierman Have you read the "instructions"? Perhaps someone familiar with English should edit them so as to be intelligible. The use of the term EASY in your product does not apply to these instructions. Does this need to be done at the very beginning of a design or , as in my case, take a design in progress and modify it to suit new functionality? My intent is to produce a development board for a System on Module used in our Control Module allowing us to load an OS  and program the system using an ethernet and USB port we don't use on the  production board.   So I take the completed Control board and strip off most of it leaving a 200 pin SODIMM  some UART connections ,an SD card socket and a transceiver. For Ethernet functionality we need layers 2&3 to be power and ground planes and layers 1&4 to be Signal layers. After deleting all objects on both inner layers I still cannot rename them  as "Planes" . What am I doing wrong or is here some "bug" in this functionality? Thanks for your patience.

@wellsight Will multi layer components by-pass the inner layers?  We have several connectors that will need access to layers 1&4 but not 2&3 which are power and GND planes. I just read where multi layer components connect to all layers.   Should that have read "Can connect to all layers" depending on "NET" designation?
