Copper plane covering pads and silkscreen in multilayer board

Hi, I'm making a four layer board, with layers: \- top for signals \- inner 1 for ground \- inner 2 for VBAT \(my net name for VCC\) \- bottom for signals\. I also want a ground plane surrounding the signals on my bottom layer. When I create one, it is messed up because it covers pads and the silkscreen (see the attached image). It's as if it's above rather than covered by pads and silkscreen as usual. An interesting point is that creating the same plane works correctly on the top layer. How can I fix this? I have a workaround. I realized I wanted inner 1 and inner 2 to be signal layers so I changed that in layer manager. On a hunch I tried making a ground plane on the bottom again and it worked.
