Copper areas with shared edges do not respect clearances

**BUG** Concise problem statement: 1. If two Copper Areas - each assigned to different nets - are drawn so that they share the XY coordinates of an edge, the resulting copper flood does not have the correct (track-to-track) clearance between the two edges even though the DRC does not show an error and there is no warning about overlapping areas. 2. If the Copper Area is defined outside of the Board Outline, the resultance copper flood extends to the edge of the board: I would expect it to have a copper-to-board-edge automatically defined. This is demonstrated in and can be seen in the Gerbers for: https://easyeda.com/andyfierman/Copper_Areas_demo-62b1305bafa64b76a06e446d0aa7ddce
