**BUG**
Concise problem statement:
In a PCB with an NPTH Solid Region, if a component (PCB Footprint) is placed inside the NPTH, there is no live DRC warning marker and it is not flagged in a Design Manager DRC refresh.
The Autorouter will route around the NPTH but will stall because it cannot complete the routing to the component inside the NPTH.
Manually routing tracks across the NPTH to the component is also not flagged as a warning (see: https://easyeda.com/forum/topic/DRC_does_not_detect_manual_routing_across_NPTH_Solid_Region-LXR9rlDVd)
Steps to reproduce bug:
1. Create a PCB with an NPTH Solid Region;
2. Move a component inside the boundary of the NPTH;
Results: No live and no Design Manager DRC warning.
Expected results: Live and Design Manager DRC warning.
