**BUG**
Concise problem statement:
In a PCB with an NPTH Solid Region, the Autorouter will route around the NPTH but manually routing a track across it does not bring up any DRC warnings. There is no live DRC warning marker and it is not flagged in a Design Manager DRC refresh.
Steps to reproduce bug:
1. Create a PCB with an NPTH Solid Region;
2. Mmnually route a track across the NPTH.
Results: No live and no Design Manager DRC warning.
Expected results: Live and Design Manager DRC warning.
