Declaring planes on 4 layer board

I reverted to a saved copy. I need to know how one declares a layer as a plane.  I deleted everything on each layer except the holes left by vias and multi layer components and am still told I need to delete objects to convert to a plane. There are no objects left unless holes are objects. I even took all GNDs and blanked the net names so no nets were left as GND on these layers. Please start by explaining how this is supposed to work.
