Enclosure panel cutout PCB rejected

JLCPCB rejected my design [https://easyeda.com/sebby/enclosure-face](https://easyeda.com/sebby/enclosure-face) All I need is FR4 cutout, they said they rejected it because it didn't have a copper layer. I actually tried to do a copper pour top and bottom, but I couldn't figure out how to get EasyEDA to do it without any nets. Anyone have experience with getting this type of PCB made designed with EasyEDA?
