"The top plane, over the same area, fills with spoke or direct connections." So is the problem on the bottom layer? The whole file is being a little bit strange. PDFs are downloading with zero file size. I've been working on this for hours though so I'm a bit afraid to start over. Both planes are acting strangely (over a certain clearance size they do not fill at all, even if you keep island). The bottom one moreso than the top.
