Flipping horizontally and vertically in a PCB does not make sense if you have anything more complex than through hole transistors on it.
If you flip things like an 8 pin opamp or a SOT-23 package then the PCB pads end up in the wrong places compared to the physical package.
You can swap everything from top to bottom layer and vice versa because the pinout is preserved.
Selecting the whole PCB and rotating it makes sense but it is not clear what purpose this would serve other than as an ergonomic convenience for the PCB designer.

OK, I see the reason for doing mirroring. Yours is the sort of PCB where the components may be simple enough to simply mirror the footprints.
Unless of course you have a processor.....?
This won't make your PCBs cost any more (at least, not when you buy them through EasyEDA) so could you design it to be double sided so that you can use one side for the left and the other for the right?
Another possibility might be to post process the Gerber files for, say, a left hand PCB and mirror those to make a right hand PCB. That said I don't know if that can be done easily using free tools like gerbv.
It should be possible to do write a script to mirror the PCB in EasyEDA but I've no idea how...

@andyfierman No processor, a 555 and 4017. That would be a good idea but I have both sides populated, the battery is on the back also have a latching ON and OFF tactile buttons.
I think I figured it out, I took the layout and exported out as PNG then flipped it and place it as an image on the silkscreen to place the LEDs in the same place. I'll have to re-trace it but thats ok.
You can see why I want to just flip it.

But if you have mirrored (flipped ) the 555 and the 4017 packages then the pad positions of their PCB footprints will no longer match the physical package pins.
