I am having trouble with the ratlines connecting GND pads. I have several resistors and capacators on my PCB that show the GND pads are not connected (via ratline) to the GND copper layer. I have tried to rebuild the copper layer but the issue persists. Some times moving the component around fixing this issues but not always. Is there any solution to fixing this issue?

Look closely at how different parts of your copper area are connected together.
You probably have islands of copper area that are connected to ground pads but which are not connected by copper to each other.
Every part of the copper area needs to be connected to every other by copper on the same net.
