I assume you are referring to:
28VRTN net.
If you set inner 1 layer to PLANE and assign it to 28VRTN then you will get a plane on that layer but I cannot see a way to set a different clearance for the 28VRTN net on inner 1 layer that is different from that set in the Design Rules for the rest of the 28VRTN net on other layers.
If however, you set inner 1 layer to SIGNAL and assign it to 28VRTN then you will get a plane on that layer for which you can set a different clearance for the 28VRTN net on inner 1 layer from the rest of the 28VRTN net on other layers.
To change the clearance of the 28VRTN copper area you have placed on your inner 1 layer defined as a SIGNAL layer, select the copper area and edit the Clearance attribute:

You can also edit the clearance in the Copper Area Manager.
