The bottom layer of the marked place has GND PLANE. Some points on the top layer cannot be covered by GND PLANE. Here I want to overlay VIA units GND PLANE. Is there a special element for this?

Use the Copper Area tool. Draw a Copper Area around where you want the copper. Assign it to the GND net (which is the default anyway).
