You can only rotate the whole PCB or individual elements - except for PCB footprints, pads and text elements - on it, in 90 degree steps.
You can rotate the individual PCB footprints, pads and text elements on it by an arbitrary angle using either the green handle or the Rotation attribute in the right hand panel:
