For info: Selecting R1, R2 and R3 using left-click-and-left-drag or left-click-and-right-drag followed by CTRL-C and CTRL-V pastes them in the descending order. Selecting each of R1, R2 and R3 in turn using CTRL-left-click and then doing CTRL-C and CTRL-V pastes them in the expected ascending order. Strange.
