and could it be if you have all components on your board? or maybe an overlapping component over a hole in the board or something like that?

Not sure what the problem is.
If I add your `5 W Cement res Vert` footprint to my favoutites, then the schematic passes into PCB layout OK.
In your project, you also seem to have a PCB layout ready to be tracked.
Have I missed something?
