First you can reposition the track that is crossing the space at 4:30pm (my cursor is pointing to it). This is adding another heat shunt path that you do not want. It works great on the top Layer but not at the bottom layer.    I have rebuild the CopperArea several times but no success.

OK, I got it. I had a 6.5.5 version. That had a bug. With the newest version .23 it works.
