Whenever the visibilty options during the layout design are altered, multiple layers are being affected. This is usually seen in the top and bottom mask layers. When the top or bottom routing layers are deactivated, the corresponding mask layers also disappears, although their visibilty are activated. However, when the edit option ( top or bottom ) is enabled, the mask layer reappears. This behavior of the design environment is quite contrary to other design suites such as Altium. Here the top solder mask is not visible, though it is activated. The same issues do exist with bottom solder mask layers.

The snapshot above is obtained from the Altium Design Suite, wherein the layer visibilty are contrary to the aforementioned case..
Are these cases an issue of the design envronment ? Kindly do help....
