Seen this a few times now and only solution is to log out and start again. The Layers floating window loses TopLayer, BottomLayer, TopSilkScreen and BottomSilkScreen and the top of the menu is TopPasteMaskLayer. This is on the whatever you call the standalone version that doesn't run inside Chrome or Firefox.
